Are people stepping down or have to go to the army? Because it would be sad if some would be burned out after the last weeks because Blizzard won't likely release that much content during the next big patches, so the relaxed times are just starting for you guys. It doesn't seem like you need to essentially widen your roster.
No-one is leaving and while it's true that we don't necessarily need more people it's still a good time to remind people that we are always looking for exceptional players. We have proven our strenghts to some degree during this tier and this should raise the overall interest level of potential recruits.
I think that recruiting now is the best option as we have time to get to know the new faces and see how they perform during farm raids. It wouldn't be really efficient to start testing out brand new players during progress, and alt raids don't necessarily give a good sense of how people play in a serious raiding situation as they have usually been a bit more relaxed events in the past. Relatively undergeared alts aren't very good benchmarking tools for main dps players either.
Our raid spots are usually given based strongly on player performance, so even if you're new there's really no reason you wouldn't get a raid spot during progress if you outperform other players by a noticeable margin.

During this and all the previous tiers/raids. Anyway, there are some classes/specs that simply won't get a spot, such as any tank spec, retris and holy paladins and so on.

I personally think that you should try opening a new 10man multi-lingual raid. Just to see what kind of difference this makes
