So here is my rotation.

Scorch, Living Bomb and Combustion (if its off cool down)
Then spam fire ball and keep putting those dots on.

Clearly both. You are missing key enchants and gems, but the thing that makes you a bad dps: rotation.
Combustion is your best DoT so use it when you have all other DoT's in the target (Living Bomb, Pyroblast, big ignite such as fireball or pyroblast crit).
The rotation I use goes somewhat like this:
1. Scorch
2. Living Bomb (Remember to keep it up ALWAYS)
3. Mirror Image
4. Flame Orb
5. Spam fireball
6. Pyroblast's on Hot Streak procs
7. Combustion when all the DoT's are in

Also a thing you need to look out for is your mana conservation.
You need to have mana to spam fireball in damage boosts (such as possible use trinkets, stacks of procs, boss weakened phases or lust.) So use your mana gems, evocations and possible pots wisely.
1x Mana Gem gives you about 15% of your maximum mana, so use the first tick when you are at 85% mana.

I would recommend using the addon called 'Combustionhelper' to manage your combustion, fire procs and dots.



pro tip: Combustion can be spread via Impact. Impact-Combustion (as this is known) is incredibly powerful when used to AOE correctly.
