I have some questions, i'm a new feral and i don't understantd why you have'nt hit and expertise cap . It's useless ? Why ?

Hit and Expertise are not useless per se, they are just worst stats for Feral cat DPS wise. This is mainly because we get 80% energy back from all missed yellow attacks. We are also only energy and not GCD limited, so missing has fairly mild consequences for us, unlike say for casters who lose both resources (mana) and casting time if they miss.
For evaluating different pieces of gear, I use the Mew cat calculator, which can be found at:

Here is also my stat-weights from Mew a couple weeks back. As can be seen Hit and Exp have the lowest DPS per point values. So you should always first reforge Mastery and if the piece already has Mastery then Crit.

Str 2.18
Mas 1.22
Cri 0.90
Has 0.87
Hit 0.80
Exp 0.80
