Okay, your post confused me a little.. Is this for PvP or PvE? I have no idea why you talked about stamina, maybe you meant int.

If its for PvE, you have too much hit. the cap is 17%, so reforge some of your hit to haste. Try getting rid of your resilience items, theyre not that great.

Stats go like this:

Spirit > Hit > int > haste > crit & mastery.
