I have a question as to the expertise cap and hit cap for Paladin Tanks.
I've been looking around posts to see the caps for both of these stats, some say they changed the expertise cap to 23, instead of 25.
However, i've been looking at some top Tanks gears, for example Lazeil is neither Hit capped, or Expertise capped(i think), Instead he has overall of over 100% parry dodge and block combined. So im just wondering if its nessary to go expertise/hit cap, or should i work on my overall % right now.
so far im expertise/hit cap, but only about 79% overall

I think 81-83 or something has a different expertise cap than 80 and 85. There was a blue post about it last week. That might be where the 23 is coming from.
I've never cared about expertise. Threat has almost never been a big problem except maybe once in caster heavy 10 man group. I don't think that will be changing. Some tanks favour it so they can do more dps and think that in some very hard encounter the tank's extra dps might end up being very helpful but if the fight is that hard the tank probably must concentrate on surviving anyways. So I don't want to sacrifice survivability for extra damage or threat if it isn't really needed.
In WotLK raids I tried to keep hit up so taunts wouldn't miss.

Threat is my main concern with not being expertise capped, I'm afraid that if a 3 holy charged Shield of Righteousness dodged or parried, will cost me to lose a lot of threat, and being OTed by the casters.
So should I worry more about my overall percentage as to expertise capped

You don't lose holy power if your SotR doesn't land so you only end up losing a gcd. At lvl 85 you'll probably lose some threat because Inquisition will drop if you don't land the first SotR (or second, can't remember the exact timings). But as long as there aren't huge threat problems I'm not going to gem/enchant/reforge expertise.

you say here that threat has never been an issue for you, is that as in dps has to hold off a bit on dps or use a spell to lower threat or as in you just manage to have enough threat even if the dps just goes berserk?
(if its just you yourself managing to have enough threat id like to know youre rotation pls if you dont mind)
