I really world like to test this addon but i need to know that the name is of em.

It's Tukui, you can download it from tukui.org

If you like addons which you can config in wow then this is not an addon for you.
It's configuration is mostly done with LUA codes. You can move some things around ingame though, but only move, not configure. Although, there is alot of help getting into the configuring on Tukui's web page.
