Guaranteed? 17%, since it's on the spell hit table, which equates to about 446 Hit rating. Don't try to gem, enchant, or gear this high with hit, you will gimp your survivability in the process. 5-8% is a good range for a pally tank.

Yeah this could be why I did get few annoying misses with taunts lately.
Getting 17% hit, gee.... not possible
