Lappe when do you use starsurge and when do you not?

I'm a bit thrown off by a few previous statements from people saying that starsurge procs can be a dps loss if not handled correctly. Could you elaborate on this topic for me?

mostly it just means that you shouldnt use starsurge proc as the last spell before an eclipse. but thats mostly for single target (standstill) encounters (and it depends on your crit % as well as whether you're going for lunar or solar eclipse)

given it'll always be a greater dps loss to not use a proc at all than using it instantly when it procs. whether or not you want to play with it is your choice and it might or might not increase the dps you'd otherwise get
