Why is my dps lacking

hey guys I need some advice on my DPS My armoury link is http://us.battle.net/wow/en/character/j ... ora/simple
I feel that my dps is lacking by alot at ilvl 384 im able normally to do around 18k. On dummies when I pop both death wish and recklessness it raises to 25k then drops back down. Its starting to annoy me because at my ilvl I known I should be doing more.

Could anyone help me out here?
