As a new Tank Paladin I have one question.
Is there any mastery cap? So avoid is more important?

No, there's no cap.
It's obvious that when you reach 102,4% (full ctc) will be useless to continue to pile up more.

Exactly, as Cjrindy says, going over the 102,4% cap with more block is stupid.
I believe there are two things you can do,
a) slowly start switching mastery gems for stamina gems
b) start reforging mastery on items to either dodge / parry.
I myself has started going for stamina gems, currently progressing on ragnaros p4, so every bit of health is more valuable for me, atm, than dodge/parry.
But I guess it's down to preferences; I.e. Lazeil has gone for more dodge/parry.
Because of course, dodge / parry = 100% dmg reduction, while block is only 30% (40% with HS)
I would guess, if you're still doing the first 6 bosses in firelands (HC or not), you're better off with prioritizing dodge/parry > stam > mastery (In the case you go OVER CTC cap)
