Hello, been a feral tank since TBC and started it now again. Im asking sejta (or some ferals who know) that do we have Hit or Expertise cap? others say that we dont have hit cap but expertise should be something around 14-18? What is the correct answer?

Yes, we do, but don't worry about it. You should be forging all of your hit, expertise, mastery and crit to dodge (reforge out of crit on crit/mastery pieces).

Ive done it, reforged all to dodge exept mastery, did re-search about it and found out that its not good to forge mastery into dodge because it's almost the same thing. (meaning the buff to Survival).

Another thing, mastery does not have diminishing return and it's the mainly mitigation status for feral tanker.

If you want some numbers I think:
Over 20 mastery
Over 21% Dodge(humanoid form stamina stacked) | Over 25% dodge(humanoid form agi stacked, if I'm not wrong if you're agi based tanker you should get over 38% dodge on fight)
Near 200k HP on bear form fully buffed

Hit and Expertise depends on how much damage threat is going around your raid, if you have problems holding aggro you should reforge some expertise and it should be enough.

I think with these stats and using cooldowns wisely you should tank all FL raid easily.
