Having trouble with boomkin dps

Hi i played a boomkin in wrath and just started again in cata i am in decent gear w/ some healing gear i am having trouble getting above like 12k in heroics and about the same numbers in raids i have spent countless hours trying to get better, this is an alt so i cant put all my time into it or i would be trying to get more gear etc.

i am pretty much starting with starsurge then dots insect swarm, then moonfire then spam wrath or starfire whichever one i gain power from then use startsurge off cd and keep dots up refresh dots when entering eclipse i think im doing most things right but i am still having dps troubles any help would be very appreciated thanks in advance

what dps should i be trying toward at around 355-360 gear?
