I wonder why you use to reforge stats to HIT RATING instead of SPIRIT, in order to reach the cap.
And, do you think a 17.00% hit rating it's ok, or more is needable??

no reason anymore, its just my profiles in the addons for reforging.

and yes, 17% is enough
