Is Paragon back to 25 man raiding? Wow progress is showing Heart of Fear normal cleared as 25 man.

clearing 25 man content with a better drop per player ratio (compared to 10 man) and giving all the gear to just 10 players will certainly boost their gear for 10 man hc progression

at least that would be my guess
