Guild Progression

I'm trying to gain information on fast and effective guild progression. The guild that i'm has a few decent to good players that do heroics and they're the only ones that progress and get guild xp / rep etc. However, the guild overall is progressing very slowly. What are some things we can do get people to work better as a whole, and progress as a guild, instead of just part of the guild?
