I've done some digging around and haven't found much information on this weapon or it's proc.

Have any locks in the community or from D/P done any number crunching on this item? Is it worth using in single target fights over a comparable weapon with stats, or should it only be used when aoe is necessary?

No. Lightning Rod and H Lightning Rod are the bis normal and hm weapons if you don't have access to the legendary.
