Yes. When you have over 2700 haste (which that profile has), mastery starts to give more DPS per point than haste. That's because at those haste numbers immolate gets a new tick under bloodlust after which haste value starts to drop.

Whenever checking scale factors it is important to use the appropriate gear levels as you probably don't have full tier 13 heroic items yet.
