I've looked on EJ for this and have had no luck.
Basically I know the rotation is JOW > DS > CS. But is it true that with higher end gear you prioritize CS > DS? As according to someone on my guild forums -

"Your seal procs off your hits right. CS is a 4 second cooldown. Most of your damage is going to be from the seal. The more times you mash CS the more seal damage and motes you will gather. The faster you gather those the more seal damage you do. The seal damage makes up more than damage ds will do. Take a look at some logs. People prioritize cs over ds because of it amounts to more procs from the seal/tiny abom. It gets even better the better gear you have. The better gear the more damage your seal does, considering your seal dips into your weapon and strength."

if u have 2xtier10, the effective cd of DS will be decreased.
In raid environment with full haste buff my DS cd is about 3,8- 3,9sec , u can check yours with recount or skada.
So u have DS 110% with about 4sec cd while CS 75% and 4sec cd... your choice now ;)
