Shield or Off-hand in 4.3 ?

Ledger of Revolting Rituals vs. Timepiece of the Bronze Flight ? Off-hand has socket, should WE holy paladins use off-hand instead of Shield? in my opinion off-hand is more powerful, what do you think guys:) Thanks
