CRIT vs HASTE! - Moonkin question! . lappé?

so ive come across alot good players now, and been talking with most of them about Crit VS Haste. Right now am i the 5,279 haste to get the cap. But most druids say that crit is alot better then haste. but that makes no sence for me.

let's say if i run it like i do now will i allways have good dps. But If i will go full crit then i rely on the proc and the dot extender. But lets say im un lucky, and only get a few proc's then its extream stupid to go full crit right?

To rely on RNG isent that to big a risk ?
