^ Here's my armory profile.
I tested out the use of a 9 second CS rotation and spec for a standard phase (CS, ASx2, SSx5) on a dummy. I ended up doing 3K less DPS than I do with my current rotation and spec. For the picture below, both sequences lasted roughly two minutes apiece.
My current rotation is HM > SrS > CS > SSx2 > Aimed > SSx2 > CS (etc etc).
How can I squeeze more damage out of the spec if the above gives me more DPS than a standard rotation?

Definitely should be doing more dps with your level of gear. Before I start this is my opinion on how to increase your dps and other people might have other opinions.
First, if you're trying to do a dps test on the dummies make it a 5 minute one, that way you can relate it with FD and change the settings accordingly(i.e latency, fight length, etc..). Also, it can simulate a somewhat accurate judge of dps you should be doing for you gear/spec/glyphs so you can see what you need to fix. By somewhat I mean it sometimes pushes back your CS to fit in other shots unless you correct the latency and haste levels accordingly. The thing with the dummies, though, is that it stays in the CA phase the entire time so your SS and MMM AI will basically always crit. So I'd recommend doing BH/BoT/BWD and log it to see how your dps compares to others.
Second, from reading all these forum posts about Hunter's doing considerably lower dps than they think they should be doing is because you armory the Paragon Hunters and mimic exactly what they're doing(glyphs/haste levels/etc..) which isn't bad, but you don't truly know their math and tactics behind why they choose what they chose mainly because they don't explain it. I don't even know why they do what they do because from what I've seen it doesn't work. From what I've read though, you do not have nearly enough haste to be able to perform CS > ASx2 > SSx5 in a 9s CS cycle(it's somewhere around 3k Haste to be able to achieve this, by the way). I'd say drop the CS glyph and pick up RF for your amount of Haste will enable you to fit that cycle into 10s.
If you want a terrific guide that gives explanations behind everything, I'd say you should go to Elitist Jerks and read Whitefyst's guide because it can help you more than observing an armory page and copying it and not knowing why.

Dummy testing is absolutely and utterly useless for this kind of tests, as different rotations and specs and glyphs don't work the same with different buffs and debuffs.

No, that is a good amount of dps.
Considering your only in normal Tier 12 gear, and running 10 man with limited amount of buffs, your dps is just fine where it is.
