I hope this does not sound too "noobish" but when should I pop rapid fire? Durring BL or independant of BL?

i would say its a dps lost, cuz of the GCD, proc potion on BL and rapid fire at the start of the fight

I'd say when the raid leader asks you to, if he does (as in, POP CDS NOW NUKENEFIAJFIJEAFIARNOLDSCHWARZENEGGERISAGIEL), or when everyone else does, and during BL.
