First I'd like to thank anyone who intelligently contributes to the answering of this.
When trying to understand the value of haste I came across a question involving our resource system and a possibility of soft capping your haste. A point in which haste no longer beneficially grants additional resources and only grants more auto-shots. What I mean by beneficial is the point in which I can longer adequately spend the additional focus.
So this question has many points.
Is there a soft cap for haste?
If so would it be possible to reach without forsaking other stats?
If this soft cap does exist what stat weighting difference would it make from the focus portioned haste, to after the soft cap?

Let's see. To cap haste, you'd need your passive haste regen to be high enough that you can sustain a priority rotation that consists only of Arcane Shots mixed with Explosive Shot and Black Arrow on every cooldown plus one Cobra Shot now and then to refresh Serpent Sting. The cheapest shot in this is Arcane Shot, and since I'm too lazy to calculate the exact focus per second requirement for the full rotation let's just consider a simpler case of only spamming Arcane Shot (which uses less focus per second than the full rotation, thus giving us a close lower bound for the regen required).
To spam Arcane Shot nonstop we would need 22 focus per second. Base passive focus regen is 4 focus per second, and is directly affected by ranged haste. With this we can easily calculate: 22/4 = 4.5, meaning we'd need 450% haste to reach the point where we can spam Arcane Shot nonstop. 450% haste at level 85 requires 57626 haste rating (not counting percentual buffs like Hunting Party), so we can just forget about it.
A slightly more realistic concern is having enough haste to get Cobra Shot cast time to clip the GCD, however even this would require around 7000 haste rating (with Hunting Party).

So is there a certain amount of haste you guys are shooting fore before crit becomes a better stat option? (as far a reforging goes at least)
