I was very surprised when I read that you found that bug with the ability in the dark simulacrum Sinestra Lady boss.
I wonder on what occasions this skill can be useful.
Does anyone have a catalog of reference from which boss and what skills can be stolen?

In all fairness, you can use Dark Simulacrum against any non-player NPC that uses mana in casting a "harmful" spell (ie, that deals damage to you.
From what the tooltip says:
"Places a dark ward on an enemy that persists for 8 sec, triggering when the enemy next spends mana on a spell, and allowing the Death Knight to unleash an exact duplicate of that spell. Against nonplayers, only absorbs some harmful spells."
From what I've used of it (within DK tanking mainly), it can absorb Lightning Bolts, Chaos Bolts (a la Rajh), Fireballs etc and you can use those to fire 'em back at mobs.
In regards to end-game content and the possibility of what casts can become of DaSi I couldn't comment as I've not been there as of yet. (Soon I hope though! :])

Honestly the only good use I've found for it is the one I already managed to catch in beta: Holy Fires in Deadmines. Occasionally you can catch some shitty shadowbolts and whatnot that are basically cost-efficient death coils which can't free runes/Runic Corruption.
Raids? Really no use. Again there's the few trash mobs that you can steal stuff from, but that's pretty much it.
It's probably the single most awesome ability that I can think of on paper, something that I was really really looking forward to. In reality I don't even use it in PvE.
