H Winding Sheet VS Garrosh's Rage

I have both the Cape from H Rotface 25(Winding sheet) and the Tribute to Insanity 25 cape(Garrosh's Rage), my question is which should i use with my current setup. I can only use about 40 of the hit rating that Garrosh offers but it does prevent me from having to gem. Why are you afraid of gemming hit? Just switch a few str+haste gems -> str+hit and you can boost your GS with better ilvl cloak.
