Its Combat_font.ttf
The font isn't included in ElvUI so you have to open to TukUI folder, go to config > media > fonts and extract Combat_font.ttf to interface > addons > elvui > config > media > fonts. You then have to rename it Action_man.ttf and replace the original Action_man.ttf and it will automatically change in game.
